DLARTV is a simplified interface to the JLAPACK routine dlartv.
This interface converts Java-style 2D row-major arrays into
the 1D column-major linearized arrays expected by the lower
level JLAPACK routines. Using this interface also allows you
to omit offset and leading dimension arguments. However, because
of these conversions, these routines will be slower than the low
level ones. Following is the description from the original Fortran

* DLARTV applies a vector of real plane rotations to elements of the
* real vectors x and y. For i = 1,2,...,n

* N (input) INTEGER
* The number of plane rotations to be applied.
*
* X (input/output) DOUBLE PRECISION array,
* dimension (1+(N-1)*INCX)
* The vector x.

* INCX (input) INTEGER
* The increment between elements of X. INCX > 0.

* Y (input/output) DOUBLE PRECISION array,
* dimension (1+(N-1)*INCY)
* The vector y.

* INCY (input) INTEGER
* The increment between elements of Y. INCY > 0.

* C (input) DOUBLE PRECISION array, dimension (1+(N-1)*INCC)
* The cosines of the plane rotations.
