Changes to better support the testing of packages. Added a new stage entitled testing which executes between compilation and installation. Updates to support changes in JSch-ReST. Other minor bug fixes and improvements to UI to keep users from making mistakes.

Update JSch to 0.1.26rc1 and fixed many problem with the setup actions panel.
Fixed major bug in JSectionPanel insertSection method. Changed wizard panel to save
panel on exiting it. Minor fixes to PackageAction and PackageCommand XML output.
