Once per CPU event component PAPI 5.0.1 development

Hello,

I wonder if it is possible to read a value that happens once per CPU with PAPI 5.0.1 using only one event as it happens with performance counters, for instance PAPI_FP_INS. I would like to develop a new component for PAPI 5.0.1, and I need to know this information. If it is possible, how should I do this?
