How to install MAGMA 1.4 on Windows

As mentioned in (http://icl.cs.utk.edu/projectsfiles/mag ... MA_1.4.pdf), MAGMA 1.4 for CUDA supports both Windows and Mac OS. How can I install MAGMA on windows. Could anyone list the steps for it please? Thank you very much.
