Installing CLAPACK

Hi,

Firstly, I would like to say that I have no experience doing anything like this, so sorry for any stupid questions or anything.

I'm doing a project this year in which I need to use LAPACK using C, although I'm having trouble getting it working. I've been trying to follow the installation help that came with it : http://public.lanl.gov/svdman/svdman-0. ... APACK.html
I've done the first two steps but when I do the third and first part of the fourth I get the message: "make: Nothing to be done for `all'." Do I need some sort of make.inc file here or should this happen? At first, I assumed it was normal and continued but at the next part I go the message: "xblat2s: command not found"

Also, do need LAPACK before installing CLAPACK?

If it helps I'm on Ubuntu 12.04
