Lapack under windows

Hello every one;

I want to install the LAPACK library to use it for matrix calculus on c and c++, but I can not make it work. I did not even how it works? Does it provide Headers for use in C or C + + environment ? How to make the link for the use in c or c++ ? Or is it an independent environment?
Somebody has already used it ?
