Why LAPACK does not include BLAS 1 routine drotm?

I can not find BLAS 1 function drotm and drotmg in LAPACK\BLAS\SRC.
Who can tell me that why these two routines are not included?

Hello,

the BLAS routines provided by LAPACK are not meant to be the full BLAS library. It represents only the portion of the BLAS that LAPACK uses.

Lots of users have recently wished that the LAPACK package provides a complete reference BLAS library. We might move in this direction in the future.
