Due to either an incorrect number of iterations in dlantr.f or an inadequately long work constructed array prior to the call to LAPACKE_dlantr_work, LAPACKE_dlantr causes a double free or corruption with some inputs.

The patch mentioned on https://github.com/xianyi/OpenBLAS/issues/631 has been applied in revision 1602
