bug in Scalapck pslascl.f

80-th svn revision of Scalapck contains modifications of pslascl.f source file. Compiler has found here an error "Unterminated block exists". Smth like "else" or "end if" is missed in the file renewal (rev.71).

It just has been corrected in rev 82.
